{"id":1981,"date":"2025-04-25T11:20:01","date_gmt":"2025-04-25T11:20:01","guid":{"rendered":"https:\/\/suhunews.id\/?p=1981"},"modified":"2025-04-25T11:20:01","modified_gmt":"2025-04-25T11:20:01","slug":"tutup-lubang-anggaran-pemerintah-tambah-utang-rp-250-triliun","status":"publish","type":"post","link":"https:\/\/suhunews.id\/index.php\/2025\/04\/25\/tutup-lubang-anggaran-pemerintah-tambah-utang-rp-250-triliun\/","title":{"rendered":"Tutup Lubang Anggaran, Pemerintah Tambah Utang Rp 250 Triliun"},"content":{"rendered":"<p><strong>Suhunews.id-<\/strong> Pemerintah kembali menambah utang baru sebesar Rp250 triliun hingga Maret 2025 untuk menutup defisit Anggaran Pendapatan dan Belanja Negara (APBN) tahun ini.<\/p>\n<p>Meski beban utang terus meningkat, Menteri Keuangan Sri Mulyani Indrawati tetap mengklaim bahwa kinerja APBN masih berada \u201con track\u201d.<\/p>\n<p>\u201cRealisasi pembiayaan tetap sesuai rencana atau on track, yaitu mencapai Rp250 triliun atau 40,6 persen dari target,\u201d ujar Sri Mulyani dalam konferensi pers Komite Stabilitas Sistem Keuangan (KSSK), Kamis, 24 April 2025.<\/p>\n<p>Dana hasil utang tersebut digunakan untuk menambal defisit APBN sebesar Rp104,2 triliun atau setara 0,43 persen dari Produk Domestik Bruto (PDB).<\/p>\n<p>Sejauh ini, defisit tersebut tercatat baru 16,9 persen dari total target dalam APBN 2025.<\/p>\n<p>Meski menutup defisit dengan utang, Sri Mulyani tetap menyoroti adanya keseimbangan primer yang surplus sebesar Rp17,5 triliun, serta posisi kas negara yang juga surplus Rp145,8 triliun melalui Sisa Lebih Pembiayaan Anggaran (Silpa).<\/p>\n<p>Pendapatan negara hingga Maret 2025 tercatat sebesar Rp516,1 triliun atau 17,2 persen dari target. Angka ini berasal dari pajak, bea cukai, dan penerimaan negara bukan pajak (PNBP).<\/p>\n<p>Sementara itu, belanja negara telah mencapai Rp620,3 triliun atau 17,1 persen dari pagu anggaran, menyebabkan ketimpangan fiskal di kuartal pertama.<\/p>\n<p>Belanja tersebut terdiri dari pengeluaran pemerintah pusat, baik belanja kementerian\/lembaga maupun non-K\/L, serta transfer ke daerah.<\/p>\n<p>Sri Mulyani menegaskan bahwa penarikan utang akan terus dilakukan secara hati-hati dan terukur, dengan mempertimbangkan prospek defisit, kondisi pasar keuangan, serta ketersediaan likuiditas.<\/p>\n<p>\u201cTentu mencermati dinamika pasar keuangan dan termasuk pasar obligasi, serta menjaga keseimbangan antara tingkat biaya dan risiko utang,\u201d jelasnya.<\/p>\n<p>Pemerintah juga berkomitmen mengoptimalkan fungsi APBN sebagai peredam guncangan (shock absorber) dan mendorong percepatan pencapaian target pembangunan nasional.<\/p>\n<p>\u201cKinerja APBN triwulan I-2025
